[VOTE] CDF TOC Principles v1.0
Hey all, I'd like to call a vote on the TOC principles.

+1 binding. The PR has been open for 3 months and I believe all the outstanding comments are resolved and it's in a good enough shape to call it 1.0. As with everything else in the CDF, this is a living document that can be changed down the road if need be.
